My suspicion is that the company and the external auditors cannot agree on the provisions and qualifications deemed necessary. Any staffing deficiencies can always be outsourced or hire accounting firms as consultants, as this is not rocket science that very few people can understand. Big 4 accounting firm and affiliates do this all the time for their clients, fixing internal controls and reporting, just need to hire and pay them.
