说到底就是乌克兰这边突发事件影响了之前的预算计划，共和党想从防疫预算里搞钱过，拜登这边也没法反对援乌，只能先把援乌的预算批了下周再投票看是不是额外再印156亿出来//@张俊q7l:连那156也被众议院割了，两党斗狗
