This is nothing new - all along WBA is playing this deal as a polictical game.  The final result will be a split decision among the two FTC sitting commissioners which is an approval in the terms of FTC process.

Why?  WBA doesn't feel it has to buy RAD out of desperation at all.  Then it wants to steal a deal from RAD shareholders when it sees a chance.  It's the way WBA CEO and his gang of lawyers have been doing the business in his/their life.  They will do it again, again and again until it calls it a career or is met by a disaster at some point.
