对于采用上面我提出的建议的理由，我还想加上一条，即它当然旨在阻止国家的货币和财政当局做那些从政治角度看不能不做的事情，因为它们有这种权力。而做这些事情，毫无例外都是有害的，都有违国家的长期利益，但从政治上看，作为一种短期内逃避严重困境的办法，又是不能不做的。这包括那些政府可以借以最轻松、最快捷地消除特定集团或派系不满之根源的种种措施，而这些措施，长远来看，必然会扰乱、最终会摧毁市场秩序。
