奇信通达是私有化后资产主体，天成的公告说得挺清楚的。并不是说单纯这是买方团一员。

我们来看看公示信息：
项目类型：核准
审批结果：通过
审批事项：“除涉及敏感国家和地区、敏感行业的企业境外投资项目外，中央管理企业境外投资项目和地方企业投资3亿美元及以上境外投资项目备案”

意思是现在核准通过了一个敏感的项目，并对后面关于国企情况进行备案。

我看我和你的分歧在于第七条是针对单个买方团成员还是针对于整个项目总体金额。第七条要这样理解，条件A：10亿以上的项目。（暂不）
条件B：敏感的项目。
符合二者之一，都找发改委批准。

我的论据一是，公示只说条件B，那条件A应该是针对单个买方团的成员而言的，所以并没有列出需要审核条件A。那如果公示信息没有出现，10亿美元这个条件不适用奇虎私有化这案例。
论据二：如果条件A不是针对单个买方团成员，按总体89亿的金额，根据第七条，这是要上报到国务院的。那如果公示信息没有出现，我认为这就足够证伪20亿这个条件也不适用与奇虎这个案例。

奇虎涉及金额89亿美元，不涉及敏感地区与行业，应属于10亿美元以上由国家发展改革委核准的项目，但在发改委公示平台上显示的是3亿美元以上的备案，是“备案”，而非10亿美元以上的核准，这些我贴子里都说了。
老周控股的齐信通达是360私有化买方团成员之一，我现在每天都在看发改委平台，看其他出资额上3亿美金的买方团成员有没有通过发改委审核，很奇怪到现在也没有其他机构披露通过发改委审核，想来想去，是不是被买方团被国务院约谈过，如果卡在外管局这里怕引起换汇恐慌，所以在发改委等其他部门多卡点时间
